Founded in 1929, River Oaks Elementary School has served generations of students with a rich history rooted in progressive education. The school was established through a partnership between civic leaders such as Ima Hogg, Agnese Carter, and Pat Houstoun, and HISD Superintendent Dr. Edison Oberholtzer. It was originally envisioned as a model public school aligned with the philosophies of John Dewey, focusing on child-centered, inquiry-based learning.
Located in the heart of the River Oaks neighborhood, a master planned community developed in the 1920s, the school’s name reflects the prestigious area it serves. The building, designed by architect Harry D. Payne, features a distinct French colonial exterior made with Texas limestone and slate roofing, underscoring the community’s commitment to architectural and educational excellence.
Over the decades, River Oaks Elementary has evolved to meet the needs of a changing population. It became a Vanguard gifted and talented magnet school in 1986 and now proudly operates as both a neighborhood and magnet program, offering the International Baccalaureate Primary Years Programme (IB PYP) since 2005.
Today, ROE continues to serve a culturally and economically diverse student body from across Houston, remaining a beacon of academic excellence in a historic and vibrant community.
